The real problem is derelict housing \u2013 not HMOs<\/h3>\n<p data-start=\"2044\" data-end=\"2323\">The principal issue in East Marsh is the sheer volume of empty, boarded-up, and derelict houses, not a proliferation of HMOs.<br data-start=\"2169\" data-end=\"2172\" \/>A short walk along Harold Street, Wellington Street, Brereton Avenue, Rutland Street, and Weelsby Street shows rows of vacant and neglected properties.<\/p>\n<p data-start=\"2325\" data-end=\"2450\">This decay is the result of chronic under-investment, not over-development.<br data-start=\"2400\" data-end=\"2403\" \/>Investment should be encouraged, not red-taped.<\/p>\n<hr data-start=\"2452\" data-end=\"2455\" \/>\n<h3 data-start=\"2457\" data-end=\"2519\">\ud83d\udcb7 2. Current freedom from Article 4 supports regeneration<\/h3>\n<p data-start=\"2520\" data-end=\"2787\">The absence of Article 4 restrictions is one of the few reasons investors still risk purchasing and refurbishing older housing stock.<br data-start=\"2653\" data-end=\"2656\" \/>If Article 4 were introduced, regeneration would stall immediately \u2014 costs would rise, and many homes would remain empty for years.<\/p>\n<hr data-start=\"2789\" data-end=\"2792\" \/>\n<h3 data-start=\"2794\" data-end=\"2857\">\u2696\ufe0f 3. A borough-wide Article 4 would breach national policy<\/h3>\n<p data-start=\"2858\" data-end=\"3141\">The National Planning Policy Framework (NPPF) clearly states that Article 4 Directions should only be used when necessary and must cover the smallest possible geographical area.<br data-start=\"3035\" data-end=\"3038\" \/>Any blanket or borough-wide Direction would be inconsistent with national policy and open to challenge.<\/p>\n<hr data-start=\"3143\" data-end=\"3146\" \/>\n<h3 data-start=\"3148\" data-end=\"3218\">\ud83e\uddfe 4. No evidence that HMOs cause problems \u2013 in fact, the opposite<\/h3>\n<p data-start=\"3219\" data-end=\"3506\">Assertions that HMOs cause anti-social behaviour or degrade neighbourhoods are unsupported by evidence.<br data-start=\"3322\" data-end=\"3325\" \/>HMOs are regulated under the Housing Act 2004, and responsible operators maintain high standards.<br data-start=\"3422\" data-end=\"3425\" \/>In East Marsh, the real issue is <strong data-start=\"3458\" data-end=\"3479\">abandoned housing<\/strong>, not shared accommodation.<\/p>\n<hr data-start=\"3508\" data-end=\"3511\" \/>\n<h3 data-start=\"3513\" data-end=\"3573\">\ud83d\udeab 5. Any Article 4 for East Marsh would be indefensible<\/h3>\n<p data-start=\"3574\" data-end=\"3813\">Photographic and video evidence shows numerous boarded-up homes \u2014 proof that the problem is <strong data-start=\"3666\" data-end=\"3697\">disuse and under-investment<\/strong>, not HMOs.<br data-start=\"3708\" data-end=\"3711\" \/>An Article 4 Direction here would contradict the government\u2019s policy goal of encouraging regeneration.<\/p>\n<hr data-start=\"3815\" data-end=\"3818\" \/>\n<h3 data-start=\"3820\" data-end=\"3861\">\ud83c\udfd8 6. Consequences of over-regulation<\/h3>\n<p data-start=\"3862\" data-end=\"3922\">Combining Article 4 controls with selective licensing would:<\/p>\n<ul data-start=\"3923\" data-end=\"4074\">\n<li data-start=\"3923\" data-end=\"3964\">\n<p data-start=\"3925\" data-end=\"3964\">Deter refurbishment and redevelopment<\/p>\n<\/li>\n<li data-start=\"3965\" data-end=\"4001\">\n<p data-start=\"3967\" data-end=\"4001\">Reduce affordable shared housing<\/p>\n<\/li>\n<li data-start=\"4002\" data-end=\"4039\">\n<p data-start=\"4004\" data-end=\"4039\">Leave derelict homes empty longer<\/p>\n<\/li>\n<li data-start=\"4040\" data-end=\"4074\">\n<p data-start=\"4042\" data-end=\"4074\">Increase deprivation and decay<\/p>\n<\/li>\n<\/ul>\n<hr data-start=\"4076\" data-end=\"4079\" \/>\n<h3 data-start=\"4081\" data-end=\"4108\">\ud83d\udce3 7. Requested actions<\/h3>\n<ol data-start=\"4109\" data-end=\"4571\">\n<li data-start=\"4109\" data-end=\"4259\">\n<p data-start=\"4112\" data-end=\"4259\"><strong data-start=\"4112\" data-end=\"4138\">Do not make or confirm<\/strong> any Article 4 Direction covering East Marsh or the wider borough until the derelict housing crisis has been addressed.<\/p>\n<\/li>\n<li data-start=\"4260\" data-end=\"4316\">\n<p data-start=\"4263\" data-end=\"4316\"><strong data-start=\"4263\" data-end=\"4275\">Withdraw<\/strong> any plan for a borough-wide Article 4.<\/p>\n<\/li>\n<li data-start=\"4317\" data-end=\"4413\">\n<p data-start=\"4320\" data-end=\"4413\"><strong data-start=\"4320\" data-end=\"4333\">Encourage<\/strong> investment and rehabilitation through grants, loans, and simplified planning.<\/p>\n<\/li>\n<li data-start=\"4414\" data-end=\"4495\">\n<p data-start=\"4417\" data-end=\"4495\"><strong data-start=\"4417\" data-end=\"4430\">Recognise<\/strong> that HMOs are well-regulated and vital for affordable housing.<\/p>\n<\/li>\n<li data-start=\"4496\" data-end=\"4571\">\n<p data-start=\"4499\" data-end=\"4571\"><strong data-start=\"4499\" data-end=\"4509\">Engage<\/strong> with local investors to develop regeneration-friendly policy.<\/p>\n<\/li>\n<\/ol>\n<hr data-start=\"4573\" data-end=\"4576\" \/>\n<p data-start=\"4578\" data-end=\"4757\">A brief walk through East Marsh reveals the truth clearly: <strong data-start=\"4637\" data-end=\"4672\">empty homes and boarded windows<\/strong>, not an oversupply of HMOs.<br data-start=\"4700\" data-end=\"4703\" \/>This community needs encouragement \u2014 <strong data-start=\"4740\" data-end=\"4756\">not red
